The University System of Georgia (USG) is comprised of 26 higher
education institutions as well as the University System Office
(USO). Within the USO, our administrative operations are primarily
housed in the Trinity Washington Building located in downtown
Atlanta. Our Information Technology Services (ITS) division is
located in Athens. The University System of Georgia Shared Services
Center (SSC) is located in Sandersville. The Georgia Public Library
System is located in Atlanta. The Georgia Archives is located in
Morrow. The State of Georgia Records Center is located in Austell.

31082 Job Summary This position will be located at the System
Office location in Atlanta. - The Assistant Vice Chancellor
position serves as the internal University System Office (USO)
Chief HR Officer (CHRO). -This position reports to the Vice
Chancellor of HR. It develops strategy and provides expertise,
leadership, guidance, and supports USO internal HR activities,
initiatives, and programs and serves as the leader for HR issues
for the System Office. The position will partner with System Office
people managers to ensure that HR provides efficient and effective
services that support the ongoing needs of the University System
Office, will actively foster a culture consistent with the
University System's values, and will establish expectations to
ensure the function is resourced to deliver best-in-class HR
service levels to the USO. Responsibilities
- Develops strategies by identifying and researching human
resources issues; contributing information, analysis, and
recommendations to align the USO HR related objectives with
organizational objectives.
- Implements USO human resources strategies by establishing
department accountabilities, including talent acquisition,
staffing, employment processing, compensation, performance
management, benefits, training and development, records management,
safety and health, succession planning, employee relations and
retention, and AA/EEO compliance.
- Researches trends in higher education HR and issues important
to the USO and develops strategies, plans and policies to address
those trends and issues.
- Assists with the review and development of policies and
procedures and recommends updates and approval of policies.
- Provides HR expertise to System Office leaders to support
decision making and activities.
- Responsible for the successful delivery of functionality
projects, extension of existing applications and the support of the
administrative application users (e.g. employee relations,
recruitment, talent management, onboarding, etc.), including
project planning, implementation, testing and ongoing support.

- Facilitates the dissemination of information to USO
stakeholders.
- Educates system employees on program related issues, laws,
regulations, and standards.
- Leads in the implementation of the USO culture objectives.
Partners with others to deliver and/or develop training workshops
for USO employees, and other constituencies.
- Produces a variety of regular and special reports.
- Provides strategic and operational leadership to the USO HR
team of 4.
- Serves on committees and task forces. -
- Performs related duties as assigned. Required Qualifications
- Bachelor's Degree is required.
- A minimum of 10 years of HR experience with at least 5 years in
a leadership position ideally in higher education
- In-depth knowledge of the major HR functional areas including
recruiting and staffing, HR systems and payroll, benefits,
compensation, performance management, employee relations, HR
compliance, organizational structure, and training and development.

- Outstanding communicator with the ability to build strong
relationships and influence at all levels.
- Strong HR functional leader and developer of direct reports.

- Effective coaching, planning, and execution skills.
- Demonstrated results-orientation and passionate about building
versus maintaining. Knowledge, Skills, & Abilities
- Knowledge of federal and state laws, rules and regulations
impacting higher education.
- Knowledge of process design and improvement theories and
practices.
- Knowledge of Board of Regents policies and procedures. -
- Knowledge of University System of Georgia ethics policy.
- Skill in written communication to executive and subject matter
expert audiences.
- Skill in collaborating with multiple constituents.
- Skill in decision making and problem identification, definition
and solving.

- Skills in verbal and written communications.
- Ability to respond diplomatically to sensitive and critical
issues.
- Ability to effectively multi-task. Conditions of Employment If
